HSCC founded in 2006 and it is one of the few organizations who remained working in Afghanistan in a constant flow. HSCC staff continued work in the remote areas as well as in security threatening areas. HSCC oversaw the construction of many buildings, schools, Roads, Hospitals, Police Head Quarters, National army Buildings, Corps of Engineers construction Works, and many other organizations in Central, Eastern, Western, Northern and Southern Afghanistan. HSCC expanded its program activities first in the north, but eventually throughout the country, in response to the devastating war affected Afghanistan, HSCC helped homeless families, Jobless population in respect of financial aid and provision of jobs and training regarding construction Sector. HSCC has continued its work throughout the country, enabling communities to repair and build their standard of living and community development projects closely interconnected with construction projects which help to restore lives in Afghanistan. The Construction project involves a series of negotiated agreements with tribal and district elders – the approach the HSCC is taking is to make an agreement with the elders to construct the portion of the Construction that exists through their tribal territory. This has allowed them to better understand the geographical and functional limits of each elder’s authority, and to give the people a sense of ownership over the work done : since a local workforce has constructed it (and is then paid to protect it) they are more likely to defend it and take care of it . Also, the project generates more job portions and connectivity between the community groups and this allows HSCC representatives to take the lead in the local community and there by connecting the population in technical training programs for demonstrating the tangible benefits of supporting their lively hood.
